To accelerate domestic recycling of critical minerals from spent LIBs, e-waste, and other secondary sources by providing targeted Capex and Opex incentives, strengthening India’s resource security and reducing import dependence.

Who We Are

Governing Council
(GC)

The Governing Council provides overall policy direction and strategic oversight for the Scheme.

Key Responsibilities:
  1. Reviews overall progress and performance of the Scheme
  2. Provides strategic guidance and policy-level direction
  3. Recommends amendments to Scheme Guidelines, where required
  4. Ensures alignment with national priorities on critical minerals, recycling, and resource security

Executive Committee
(EC)

The Executive Committee functions as the Competent Authority for approvals under the Scheme.

Key Responsibilities:
  1. Examines eligibility and incentive disbursement proposals recommended by the PMA
  2. Approves, modifies, or rejects applications and incentive claims
  3. Ensures adherence to technical, financial, and compliance thresholds prescribed under the Scheme
  4. Oversees fair, objective, and timely implementation of Scheme provisions

Project Monitoring Agency (PMA)

The Jawaharlal Nehru Aluminium Research Development & Design Centre (JNARDDC), Nagpur, an autonomous R&D organisation under the Ministry of Mines, has been designated as the Project Monitoring Agency (PMA) for the Scheme.

Key Responsibilities:
  1. Operates and manages the online application portal
  2. Conducts preliminary scrutiny and detailed evaluation of applications
  3. Verifies eligible capital investment, production milestones, sales, and compliance
  4. Recommends eligible cases to the Executive Committee
  5. Disburses approved incentives and submits periodic progress reports to the Ministry of Mines

Target Segments

The Scheme supports recycling projects recovering critical minerals from the following eligible waste streams:

  • Spent Lithium-Ion Batteries (LIBs) – including LFP, NMC, LCO and other advanced chemistry cells
  • E-waste – as defined under the E-Waste (Management) Rules, 2022
  • Other Waste Streams – including permanent magnets, catalytic converters, spent catalysts, and critical-mineral-bearing alloy scraps

Key Eligibility Note

Only projects undertaking recovery and extraction of critical minerals through eligible metallurgical or chemical processes are covered.
Collection, dismantling, or mechanical processing units without mineral extraction are not eligible.

Scheme Background

Critical minerals are essential inputs for clean energy technologies, electric mobility, electronics, defence, and advanced manufacturing. While demand for these minerals is rapidly increasing, their primary supply is geographically concentrated, exposing India to supply-chain vulnerabilities.

To address this challenge, the Government of India has launched the Incentive Scheme for Promotion of Critical Minerals Recycling as a key intervention under the National Critical Minerals Mission (NCMM). The Scheme focuses on recovering critical minerals from secondary sources such as spent lithium-ion batteries, e-waste, and other eligible waste streams through advanced recycling and extractive technologies.

The Scheme was approved by the Union Cabinet on 03 September 2025 and notified through a Gazette Notification dated 08 September 2025, with a total financial outlay of ₹1,500 crore over a six-year period (FY 2025-26 to FY 2030-31).

By incentivising the creation of domestic recycling capacity, the Scheme aims to:

  • Reduce dependence on imported critical minerals
  • Promote urban mining and circular economy practices
  • Encourage adoption of advanced, environmentally compliant recycling technologies
  • Strengthen India’s critical mineral security and self-reliance

The Scheme is designed to support both large, established recyclers and small or emerging enterprises, ensuring inclusive participation while maintaining robust technical, financial, and environmental standards.
